2008年夏秋航季全国民航航班换季工作准备就绪，航班计划将自2008年3月30日至2008年10月25日执行。与2007/08年冬春航季相比2008年夏秋航季有以下几个方面的突出变化：
1、除继续对北京首都、上海虹桥、上海浦东、深圳、广州、成都、昆明等10个重点繁忙机场继续实施每日航班总量调控和航线航班核准管理外，对其它机场的航线航班按登记实施备案管理。在130多个非调控机场之间各航空公司可按登记程序酌情自行开辟航线或加密航班班次。
2、为加强宏观调控，确保航空安全，2007年8、9月份分两批调减的首都机场2007年夏秋航季航班计划在即将实施的2008年夏秋航季航班计划中已全部恢复。
3、为满足社会需求，积极开拓市场,本航季新辟国内航线14条，国际航线27条。国内航空公司实际安排和准备安排新开航点涉及榆林、锦州、南充、铜仁、通辽、九江等机场与北京、广州、上海、昆明、西安、大连等机场间的航线；新开国家涉及阿尔及利亚，新开航点涉及阿尔及尔、西雅图。
根据排定的航班计划，2008年夏秋航季全民航23家客运航空公司计划安排国内航班每周30245班，国内航空公司计划安排国际航线航班每周3223班,通航国家48个，通航城市106个;内地36个城市与香港/澳门间每周安排1190个航班。
